Project background

Zhangjiang Hi-Tech Park is a state-funded innovation demonstration zone and a China Free Trade Development Zone. The park positions itself as an integrator of the entrepreneurial service industry, closely connects with global innovation resources, accelerates the convergence of global innovation elements, builds an open innovation ecosystem, and becomes a leader and new benchmark in the development and operation of domestic high-tech parks.
The first part of the high-tech park was built around 2011, and the power supply and distribution equipment at that time had been in use for a long time. Furthermore, due to the continuous expansion and construction of new parks, there are large differences between the original power supply and distribution data and the power supply and distribution data in new buildings. The existing and newly built parks cover a wide range of industries, including education, commerce, and industry. By transforming and standardizing the energy monitoring of new parks, the park group hopes to create a platform that can provide reliable power supply monitoring, energy consumption analysis management, industrial and commercial fee management, and dynamic unmanned operation in areas.

Project content

Acrel provided complete software and hardware solutions for the park's renovation and new construction projects. The renovation included substation power monitoring, building energy consumption monitoring, and temperature monitoring in key hidden danger areas; the new construction projects included an integrated 35 kV automatic system, a 10 kV/0.4 kV power monitoring system, a building energy consumption monitoring system, an electrical fire monitoring system, a fire protection device power supply monitoring system, a fire door monitoring system, an active power filter (APF) management device, smart lighting, and an integrated electrical monitoring system.

The AcrelEMS platform is deployed in the cloud monitoring center. Renovation and new construction projects are automatically uploaded to the cloud monitoring center via the operator's network. Users can centrally monitor, manage, bill, and receive alarms for the entire integrated park's power supply and distribution through one platform, reducing maintenance costs.

In 2021-2022, the energy consumption and fee management platforms of 31 existing projects will be redesigned, with a total of approximately 8,100 DTSY1352 series devices being connected;

From 2020 to 2023, a total of 15 projects will be implemented in the group park, including integrated circuits, software, biopharmaceuticals, semiconductors, and other industries. The implementation content includes: power distribution equipment monitoring and power monitoring system, comprehensive monitoring, management, and analysis system for park/public energy consumption, electrical fire protection (electrical fire, fire power supply, fire door, emergency lighting evacuation system), power monitoring and management system, comprehensive electrical monitoring system, etc.

The electricity bill collection period for the properties belonging to the original group was three months, and the prepayment amounted to approximately 200 million yuan, with the monthly interest loss on the prepayment amounting to approximately 2 million yuan. Nearly 7 million yuan was invested in the entire park renovation project in 2021. The project has been in operation for more than two years, the costs have been recouped, and profitability has been achieved.

Real-time monitoring

The property of the group's residential and commercial complex was converted to a prepaid model. During the 2022 epidemic, housekeeping staff were able to forgo door-to-door pickups, and tenants' electricity supplies operated normally, which was also praised by the owners.

Personalized and humanized management

Different billing methods are implemented for different types of tenants. Tiered postpaid electricity rates apply to industrial customers, while tiered prepaid electricity rates apply to residential and commercial customers. The platform enables dynamic payments for different types of users within the same park. For example, commercial users can pay via bank transfer between public entities, while residential and commercial users can pay via WeChat, Alipay, and cash, reducing the workload of property staff.
